Unable to configure RRAS "must disable ICF" help?

I'm running Windows Server 2003. I've been using ICS
(internet connection sharing) for my other computer to be
able to access the internet.

I have my dsl modem connected to my 2003 server with two
NICS. My spare NIC connects directly into my XP Home
computer. I have ICS+ICF(internet connection firewall)
on the NIC connected to the dsl modem.

Well I have unchecked the ICS+ICF boxes which I thought
would turn off those services. Well when I goto the RRAS
snap-in and attempt to configure it, I get the error
message, "ICF is currently enabled on SERVER. To
configure RRAS, please disable ICF and try again."

I'm at a loss of what is wrong. I've even uninstalled
the NIC ICS was setup on, disabled the ICF+ICS service,
and I still get the same error message. I've checked the
other NIC, but ICS is not setup on it. I'm not sure why
it thinks ICF is enabled. Or is there another place I
need to check?

I've disabled both NICS, unchecked the ICF and ICS boxes. Stopped and disabled the ICF+ICS service.

Rebooted.

Made sure RRAS service was running and ICS+ICF service was stopped and disabled. Tried configuring it, and I still get the same error that the ICF service is running, and I need to disable it.

I enabled both NICS and tried configuring.


Can anyone point me in the right direction to enabling RRAS? There definitely seems to be some kind of glitch or ICF is running somehow but not attached to anything.

Have you checked the registry for any keys refering to ICF?

I searched the registry for ICF, and I found quite a few entries which may be relevant. I'm not exactly sure what to do with them, so I took screenshots of them all. Maybe someone more knowledgeable can shed some light on these keys?

In the services check to see if netsvcs is running and try to disable it.

There is no process or service called "netsvcs." Is there another name for it?

COM+ Event System should be set to manual....

That is the service that seems to be associated with icf in the registry...you can try disabling that and see if it helps..

I don't think that the COM+ Event System service is the problem..

It could be because you still have the legacy sharedaccess and shared access keys in the registry...

Should I try going into safe mode and deleting those registry keys after backing it up?

At what level of registry folder should I try deleting? Should I try whacking all the "shared access" keys or just the ones associated with the "legacy" entry?

Backup the registry first...
Delete the ones pictured in pics 1 through 4.
shared access folder and legacy shared access ...

Here is an update...

I disabled both NICS in device manager and rebooted into safe mode. The registry would not let me delete the keys in pictures 1 and 3. I don't know if I have to physically remove the NICS in order to remove those keys or what. There was no way to delete the entire key or even the individual entries. Do you think editing the "Legacy" value to either a 2 or 3 would make a difference?


However, I did delete keys from pictures 2 and 4. I then rebooted, and with the NICS still disabled tried enabling RRAS with the same error. I reenabled the NICS and still got the same error message.

The two things I have ideas to try are physically removing the NICS to see if that will let me remove the registry keys. Or try changing the values of the keys to see if I can turn it "off."

This is the error I got when trying to reenable ICS+ICF after deleting the 2 registry keys. Looks to me like those 2 keys are directly related to ICS. I restored the two keys from backup, rebooted, and the services started fine.
