unable to change the advanced browser settings in IE6

I am locally loged into the xp PC and wanted to change the HTTP1.1 settings in my browser. But it is not allowing me to change. Whenever I change it and hit apply. If I go back to see the settings it changes back.

Could you please let me know how you can check in local policies or anywhere in the registry for these type of changes?
