Unable to change passwords under WIN NT 4.0

I won't bore you with machine types unless anyone feels it necessary. Basically I have 60 clients authenticating to PDC before being handed off to the main FILE/PRINT server. I can manually change ANY password via User Manager for Domains, BUT if I configure everything such that passwords are expired and must be changed with next logon, no one is able to change their password.

The usual message box appears to prompt for OLD/NEW/NEW password but at the point of having the password accepted, NT gives a message that ACCESS HAS BEEN DENIED. This happens for all including those of ADMIN or DOMIN ADMIN level.

Both servers are running NT 4.0 SP5. clients vary from WIN95 thru WIN2K.

Any help, even just a pointer in the right direction will be appreciated.

From your post I couldnt tell.....is the password being accepted and then you get the access denied message or are you getting the access denied message and the password is never updated?
