Unable to change password 2

Got a station at work running XP-Pro. Only one user set up and is set up as administrator. I want to change the password but won't let me. Says "you don't have the permissions to change the password". How do I over-ride that line. I must change PS for security/privacy purposes?

If at first you don't succeed, reboot!
 
Are you logged in as the Administrator and have you went to User Accounts and tried to change the password there as the admin that is logged in, or someone with admin priv.

Yes, the user logged on is part of the administrator group but still is unable to change the password. Any ideas?

Is this part of a domain with a minimum password age policy set?

Warning**************

If a user with a computer administrator account changes the password for another user, that user will lose all EFS-encrypted files, personal certificates, and stored passwords for Web sites or network resources.

The user concerned should log on and change their own password.
