Unable to access to workgroup

When I tried to access a workgroup (I belong to another workgroup), the error prompted

"Workgroup_AAA is not accessible. You might not have permission to use the network resources.

The network path is not found"

What causes this message? Is there a broadcast storm that prevent one to access the workgroup? How do I trace for broadcast storm?

When I tried to search for a particular PC in the workgroup, it could be found and I can access to the share folder of that PC.

Hope someone could help me. All the PC in this workgroup is running only TCP/IP protocol.
