Unable to access network connections from control panel

The server used to show the icon when connected and now its gone. I try to use the control panel to look at the setting but when i go in to the control panel and select Network and Dial up connections nothing happens.

If I do ipconfig it shows the correct info.
The server still assigns IP with DHCP and the DNS works but IE on the server no longer works?

Any ideas, is this an AD issue, could it be corrputed somehow?

Is there anything in the event log that shows errors?

It's a long shot but that functionality maybe disabled via a GPO (*.CPL).

* Check by opening GPEDIT.MSC
* USer Config --> Admin Templates --> Control Panel
