unable to acces the internet- no bindings on tc/pip protocol

I'm trying to setup a computer with internet access. I have put in all the items like dns addresses, gateway, and a specific IP address. The configuration matches other machines and they talk to the internet just fine. When I go into network, tcpip is not bound to the network card like it should be. When I go into bindings there are none.

Does anyone know how to fix this?

Is this a brand new build?

If not, sometimes windows 98 sticks to it's old cards, and you have to remove them from the network properties as well as the device manager. The other times I've seen this happen is having a windows 98 box that has never been on a network before, had a card thrown in, and for some reason it just doesn't want to talk to a network.

For any network binding issues, you are better off removing everything from the network properties (Cards, Protocols, everything) and starting from scratch.
 
This machine has been on our Novell network for 2 years. It's the internet access that is new.
