I don't know if this is a feature or a bug.

If you drag any folder and drop it between the leftmost icon on the desktop and the edge of the screen, the contents of the folder will appear as a vertical toolbar down the left edge of the screen.

Dragging the toolbar anywhere creates a toolbox full of icons.

To close it, right click on it and select close.
 
I suppose it must be "by design" as I can reproduce your discovery. In fact you can put the exact same toolbar on 3 sides of the Desktop by repeating your procedure and dropping the folder at the 3 available edges of the screen.

Not sure what this means but it was in the Help and Support Center program article "To add toolbars to the taskbar".

"You can create a floating toolbar by dragging it from the taskbar to the desktop".
 
I can reproduce it on both 2K and XP. Makes me want to resurrect a Windows 95/98 system to see if they had it.
 
Nice feature: you can also do that from the Toolbar menu Open ToolBar.

@linney: I think that means you can have a toolbar not attached to any edge of the screen, just moving around the desktop.

Yes, this is by design.

From the toolbar menu you can choose New Toolbar and navigate to any folder. By default that new toolbar will be on the start menu, but you can move it around or doc it to an edge of the screen.

ITs meant to be like that, you can create a new tool bar by dragging any folder or my computer to any of the available sides of the screen. You can also put it in the quickstart tray (between your start button and your running program tabs.

On a similar note, you can also move the whole windows taskbar its' self, and likewise, put it on any available edge of the screen. You can fill each side with a toolbar, if you have dual monitors, you can even do it on them. so you could have two monitors, 1 taskbar (as always) and 7 toolbars.

The toolbars anre fully customisable. When you create a toolbar, it will be split into two halves (if fits). 1 half shows the dirrect folders below the folder you dragged to the edge. If you drag My Computer to the edge, you will get access to all your drives and control panel. The second half you can then drag files, or random folders to, for easy access.

If you want to have a toolbar floating in any random possition in your desktop. First drag the desired folder/MyComputer to the edge and create a fixed one, then grab the toolbar, and pull it away from the edge, it will shrink into a mini toolbar that you can move around and dump whereever you like.

This feature is available in Windows 2000 and Windows XP. It is not available in Win95/98 or Vista. (Vista will have similar mechanics but slightly different approach to toolbars.........YUMMMM....IM VISTA AND I WEIGHT 700lbs and I EAT MEMORY ALL DAY LONG and I NEED A HOUSE 100GB BIG to FIT THROUGH THE DOOR PROPERLY)
