Two Span T-1 Setup

I have been struggling with getting a new 2 span T-1 set up. I have the first span up an running. The DS1 is isdn-pri, the 24 channel is the D channel.

The second span provides 24 B channels and uses the D channel of the first span.

If I change the signal group as follows:

Change Associated Signaling to N
Set up the two trunk boards as A08 and A16, Interface ID's as 2 & 3

As soon as I save the signal group change and busy and release the trunk group the 23 B channels show:

OOS/FE-PINS-idle

If I then add the 24 B channels from the second span to the trunk group, busy and release the trunk group, I get:

in-service/idle on the 1st 23 B channels (1st span)
OOS/FE-PINS-idle on the last 24 B channels 2nd Span)

When I make an outbound the call completes but the audio is dead both directions.

We set up trunk groups and always use interface ID's 0,1,2 etc. Is there a reason for using 2 & 3?

The DS1 with the Primary D-channel MUST be interface 0.

is exactly how it should look.
