Two IPOs, One DHCP Tag

I have two IP Office systems in separate campus buildings. The network is flat so I can't use the DHCP option tags to select the MCIPADD address. What I would like to do is put both IP Office MCIPADD addresses in the DHCP string and then let the 96xx phone figure out which one to use based upon extension. Does this work, or do I get into a DISCOVERING problem?
 
It won't work as the phone registers to the first ip office ip address it gets, the second will be used as a backup registrar.
Avaya calls that "resiliancy".

If you have smart switches you can use LLDP on each site telling the phone what the IP address of the local registrar is.
 
LLDP is exactly what I'd like to do but my network team says that they don't know how to do this on Cisco switches. They are providing the VLAN ID and QoS settings by LLDP but they say that Cisco cannot provide a call server address for Avaya phones because the message format is not supported by Cisco.
