Two Exch Servers, Two SMTP outbound paths

I have two Exchange servers in a single domain but physically located apart. Each location has it's own internet gateway. All outbound mail is currently sent by one of the two servers (Exch1) regardless of where the email box is located.

Goal 1: Preference external SMTP mail to each servers respective internet gateway.

Goal 2: Use 2nd Exchange server (Exch2) to receive mail if server Exch1 can not be reached by external email servers. Would adding a 3rd MX record that points to this server accomplish this?

More Info: Exchange 2000, Active Directory, no child domains, Domain Controllers in separate Site containers, replication between Domain Controllers is working fine.
 
Added 2nd server to SMTP Routing. Works great!
