Two domains, One Sendmail Box

We are are a local government consisting of a city and a county. We are set up so mail from the city is joebob@ci.xxx.xxx.us while the county people are bettysue@co.xxx.xxx.us

Externally, the co.xxx.xxx.us addresses point to the ci domain.

Additionally, the outbound co addresses get switched on the way out to ci addresses.

What do I need to do to get the city and the county each working with their respective ci and co domains without transposing the co to ci?

I am currently running sendmail as my mail gateway and sendmail as my internal distribution hub.

We plan on keeping the sendmail mail gateway, but want to switch internally to Exchange.
