Turn off shortcut search???

I backup my database program from server to local workstations. If the server becomes unavailable and a user clicks on the Program icon, then Windows searches the local disk for Program.exe. When it finds it, it changes the properties of the link from where it should be (on the server) to the local backup. Is there something I can change in the registry to stop that behavior?

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer.

Add a new key by the name "NoResolveTrack" (without quotes) and sets its value to 1.

This can be achieved by group policy editor as well. Open group policy editor by opening START-RUN and entering gpedit.msc. Navigate to User Configuration\AdministrativeTemplates\Start Menu and Taskbar group policy and selecting "Do not use the tracking-based method when resolving shell shortcuts".
