I think - and I'm writing this off the top of my head - you'd have to have a recording of silence and put it on the MOH. There may be a different way, let me see what I can find.
If you want No MOH totally, remove the MOH resouces from the MRGL. Remember MOH depends on type of Hold, System or User not Internal or External Calls. You may be able to remove MOH from the phones MRGL and create a separate one for Gateways. Never tried it though. Most people just complain about the type of music. Even had some people call one of the Cisco files as 'Stripper Music'. I guess they were hanging out in the wrong places
