turn off hover buttons

In Windows Vista there is an option to open a window by hovering over a button or icon. In my installation I have turned off this feature, but windows still open and resize simply by moving the mouse slowly across the minimize button or other buttons.

I have turned off the option is settings but it will not change.
 
Have you tried another mouse in case the sensitivity is playing up on your mouse?

Exactly which settings are you referring to in Vista? Is it the Customization in the Start Menu Properties that allows you to open Sub Menus when you pause on them with the Cursor?
 
This is a laptop with the standard mouse pad on the keyboard. There must be some setting in Vista that allows windows to open, close, resize but I cannot find it.
 
The only setting I can find, and I have it turned off, is in Ease of access -- Make mouse easier to use -- Active a window by hovering over it.
