Tunnel is up but not forwarding traffic to destination address

I have a tunnel configured on a cisco 7206. The tunnel is configured to route specific IPs to a filtering server. The tunnel has been working just fine up until I believe I configured BGP on the destination router. Not sure if this was the cause of the problem though. The tunnel is up and it is partially working. Matched IP traffic is going through the tunnel, but the next hop is the destination routers ethernet interface and not not destination IP address I have configured in the tunnel?????

Please help.
