would guess when your link goes down, the router tries to route it back in/via another route and it keeps bouncing in a loop until the TTL expires (decrements 1 TTL per Hop)
The TTL is basically the lifespan of your packet. This is based on the number of routers an IP packet can pass before it dies. you can try to increase your TTL using the -i switch
