I found this article:
I want to limit certain OU's to only be able to login to a terminal server once at a time.

I enabled the group policy option and it didn't work.

In Computer Configuration, Administrative Templates, Windows Components, Terminal Services, double-click the Restrict Terminal Services users to a single remote session setting.

I then tried doing the manual config on the terminal server and it worked. However this doesn't work for me because there are people that need to use the terminal server and login twice.

What am I missing?

That's way too vague. It sounds like the policy isn't hitting the users. But you'd need to find out why.
