Trying to link a master form to a child form

I was wondering if anyone could tell me a solution to this problem.

I am trying to keep track of individuals in family units. I have a FAMILYID table to keep track of the families, and I have a MEMBERID table to track the vital stats of the family members. I have them both in a form (FAMILYID as parent and the MEMBERID as the child). For some reason I can't get the family id to advance and get me a new FAMILYID number to put in another family. I have the FAMILYID field linked to another field in the MEMBERID table. Any sugeestions?
 
I have set up a one to many relationship. One on the FAMILYID side and Many on the MEMBERID side
 
What structures are the tables FAMILYID and FAMILYID? What fields in these tables have primary keys?
