Trying to add certificates to my Windows 2003 server

I tried to access our company VPN from home and it's telling me that I need a certificate. I'm an administator and this morning I'm on our Windows 2003 Small Business Server, which includes IIS and SQL, and trying to load the certificate snap-in to an MMC console as Microsoft's documentation says. We're using Active Directory too.

But I'm not getting anywhere and I think I'm missing something here. Anyone able to point me in the right direction to get started loading this certificate service and snap-ins so I can certify myself? Thanks.
