I have a customer have the limited trunk port for outgoing, is there anyway to have trunk camp on feature if all the trunk are busy, the user can dial a feature code to book the trunk, when the trunk is idle, it will ring the user and user can use this line to make outgoing call. I am using AVAYA R12 CMC prologix system.

yes, you can define a queue for this trunk group which does the same effect. take a look at the first page of trunk group form, there is a field named queue length. all you need is to set a value greater than 0 and the feature will be activated automatically and users trying to place a call via this trunk group (if this group is busy, of course) will hear confirmation tone after they dial a number. then user can hang up and wait: when a trunk becomes available, definity will ring back three short quick rings, user should only pick up the handset and wait, number will be remembered and dialed out automatically. afaik this works not only with direct trunk access via tac but with ars as well.

the trunk group form only have busy threshold, do not have queue length

are you sure you trying to find this field in the outgoing or two-way trunk group? it should be there for sure.
