I am running on Windows98 and I recently installed a PC game for 95 according to the CD. After when exiting out of the game the monitor starts flickering and makes a clicking sound and it just messes up the icons in my desktop meaning they become inlarged. What could be the problem.

Sounds to me like the game is running a different screen resolution than you have set for Windows.
The "click" noise you hear is an electronic switch inside your monitor changing to a lower screen resolution, which makes the "size" of your desktop smaller, and all the icons look bigger. Since there's less room for the icons you have, Windows has to rearrange them so you can see them all.
Most games switch you back to the same resolution you were running before, it sounds like this one isn't. Many games let you choose the screen resolution they run in, maybe you could try forcing the game to run in the same resolution you have set for Windows...
