Trouble Running Programs with Restriced loacl permissions

We are trying to lock down our computers so users can't change system setup or install programs by giving them Restricted User permissions locally(seemingly with restricted users have the ability to run programs).

The problem we have run into is that some programs won't run unless the user has local Power User or Admin permissions. Both these types of user have the ability to install software.

Does anyone know how we can keep users with Restricted users permissions but with the ability to run programs (specifically Microsoft Photo Editor).

What would happen if you installed the program into each individual users Documents and Settings folder, would they be able to run it from there?
