Trouble Joining new PCs to domain from remote location

I have a network with 1 branch location connecting to the home office through a VPN tunnel. At the branch location there is one 2000 member server and 4 client PCs.

One of the client PCs (laptop) was already joined to the Domain, and currently still has no problems logging, etc...

However, my project is to join the remaining PCs to the Domain, but I keep getting the following error message:
"The specified server cannot perform the requested action".

Looking at the event logs of the PDC, I don't see any reference or error messages relating to my attempts. Also, after an attempt, when I look at the AD's list of computers, the PC that I was attempting to join becomes X'd out, or disabled. I can enable and reset the computer's account, but it will become disabled again, when I make another attempt to join the PC, so it seems that there is some communications going on between the PC and the Domain controller when I attempt to join it to the Domain.

Another condition exists on the PDC server, is that in the event logs, there is an error messages that states that it has run out of licenses. I don't know how to find a report or list on this 2000 server that shows what kind of CALS it has, or how they have been destributed, so I don't know how to manage their licenses at this point.

Could this fact be what is causing the attempt to fail?
