Trouble establishing a BRI to PRI connection

I need help with troubleshooting a 2600 calling a 2600 for a BRI backup to a frame circuit.
When the circuit drops the ISDN picks up and calls but drops after 1 second many times
before it stays up. Below you will see some output from the console and notice once the
Interface Virtual-Access1 comes up all is good. The following BRIs come up fine after the
first is established. Cisco support says the config looks good and are going through the
debugging output, but I was wondering if anyone has seen this before.
