I know nothing about Quicken, but I believe that it should not be much different than Excel or MSWord, if Quicken uses ODBC. If Quicken does, then the necessary ODBC filters must be added from the MS Office (I believe the default installation is not to add them) Suite CDs. Then you can use can use MSQUERY (MSQRY32.EXE) to define your query and to import the Oracle data into Quicken.
