Transitive trusts between Windows 2003 domain

Good afternoon,
I have a good one this time. I have three domains, all running Windows server 2003 and all on the highest functional level according to AD Domains and Trusts.
I need to create a transitive trust between the domains in order to use a tracking tool. If I try to create the trust on one domain I get different options including the offer to create a forest trust (The only one that's transitive) In addition, if I try to create the trust I'm told it cannot continue because the other domain isn't at the right functional level.
Both servers are on the same service packs and have the same updates. Any thoughts?

Are they in the same forrest or different forrests? What's the forest functional levels?

They are supposed to be in the same forest but I can't prove that they are. The functional level for all three is Server 2003.
