Transitions on tracks 2+ (ala Final Cut Pro)

I use Final Cut Pro and am now trying to make a movie with Premiere 6.5.

I have JPEG images in track(s) 1A and 1B with various transitions.

I have "lower third superimposed titles" like you would see on the daily news in tracks 2 and 3.

So.... how do I make the same transition occur for the superimposed titles as for the images in tracks 1A and 1B.

Exmple, I have a JPEG in 1A and I do a "cube spin" transition to the JPEG in 1B. I want the superimposed titles in track 2 to also cube spin as the related images change.

FYI, FCP allows tranitions in any (every) track, so I would just apply the same transition in all tracks. Any thoughts for Premiere???
