TRANSFERRING CALLS - LOSS OF VOLUME - MERLIN LEGEND

What would cause loss of volume on a transferred call?
Here's the problem: Customers seeking tech support call an 800 number
that lands in Stamford CT. Staff in Stamford sometimes transfer the call
to the Sunnyvale, CA office. Staff in the Sunnyvale office are left with the original
caller, but cannot hear them well, if at all. Shouldn't ISDN or a T1 circuit
improve sound quality? What could be causing the diminished volume and
how can I fix this problem?
 
This is a problem with alot of PBX's. They are using a feature called trunk to trunk transfer. When connecting two trunks together sometimes the audio is degrated.
