Transfering american oracle 8i license to uk or canada

1) Can this Oracle 8i (8.1.6.0.0) Enterprise license be transfered to run Oracle 8i on an IBM RS6000 (Operating system AIX 4.3.3) in the United Kingdom?

2) Is there a way of displaying Oracle 8i 'serial' or 'license' numbers from somewhere in Oracle or at a UNIX command line prompt?
