transfer of fsmo roles

I have 2 windows 2003 servers. One is suppose to replace the old 2003 server. Things are not going smoothly. Here's what I've done so far on the new server:

joined old server domain
ran windows updates on new server
promoted new server as a DC in existing domain
installed dns services
registered schmmgmt.dll

now I'm trying to x-fer fsmo roles from old to new server via mmc snap-in. I tried to x-fer the schema master role to the new server. However when I typed the new name in, i get an error message
"the domain controller could not be set. the parameter is incorrect."

Any ideas what might be wrong?

Could be DNS, is the new DCs server name being resolved properly?

To transfer the roles you have to do the following:

Go to the AD sites and services snap in, right click on the server NTDS settings for the new server and make it a global catalogue holder.

On the old FSMO role holder:

Goto AD user amd computers. Right click on the old FSMO role holder server. Clickon operations masters and transfer the three roles there.

Then run the schmmgt mmc and finish the transfer of the schema master there.
