transfer M2250 external

After upgrading opt 11c from 24.25 to succession 3.0 attendant is not able to transfer external incoming calls to external numbers. Transfer to internal numbers works fine. Upgrade 3 times repeated and everytime the same symptom.
Any ideas ???????
