Transfer call to non-network number

We have some new numbers that are not apart of our centrex network. we have tried transferring using conf/transfer but when the transferring party(receptionist) hangs up, it ends the call between the other two parties. I am hoping there is a better way than telling the calling party to hang up and dial the appropiate number?
 
Dont use tran/conf use the transfer key on the display or a transfer button or Feature 70 the access code(9) and the number. It is just like an internal transfer but with 9 and number.
 
when i hit the transfer ket and it ask me for the number to transfer to, i enter the 9 for outbound and it gives error "no lines free" yet there are vacant lines. Is there a change i need to make elsewhere?
 
need to allow redirect in programming on all sets that u want to allow off premise transfers..oh and prob routing and or access to line pool for outbound

6 months until ski season starts...sadly i must resign myself to the warmer weather"this will include a normal 8-5 work day, 5 days a week"
 
Can you give me some guidance on how to achieve this?
