Trafic / band limit or monitor ? 2

On W2K Server can I monitor or limit band used for internet connection ? Does some program working for specified computer or user ?
Maybe Bill Gates don't want this ?

Thanks in advance for any suggestions.... if will exist.

I don't think so, you need something like packeteer/packetshaper

Packeteer is expensive but it really is an awesome product.
