TP-Link Festa Router, FR-205 VLAN configuration

I have a TP-Link Festa router and Festa Switch.
Vlans are configured, sent to the devices.
Equipment on vlan 61 (interface vlan) sees the internet through the router outbound. Easy.
Equipment on vlan 60 (interface vlan) sees the internet through the router outbound. Easy.
I cannot, for the life of me, get vlan 60 to talk to vlan 61. I've tried everything. It's not working.
Anyone have insight on this series of router/switch?
