Toshiba laptop problem

I have a Toshiba laptop that has a problem with the operating system, so what I whant to do is run the recovery disk that I have.

I turn on the laptop and I see the option for F2 setuo utility and F12 for boot options but if I press any of then it does nothing. The screen with does options stays for like a minute then it restarts and goes back to the screen.

Can any one help me out?
 
So if you press f2, may have to actually tap it a few times to try to hit the window, it does not go into the setup screen? it just stays there, then reboots, and goes to the same options? because if that's the case, you have more than an OS issue. Sounds like a system board issue.
 
Very possible motherboard issue,
I would start with making sure the RAM and hard drive are functioning first. I would remove all but one stick of RAM and try to boot. If you reply with the model number, we could show you a take apart guide for it, or check on the manufacturer's website.

As was mentioned, repeatedly (twice a second) tap the key F2 or F12 - during boot to try and get a response (don't wait for the onscreen prompt - apply power and start tapping gently). If this still doesn't work, try using an external keyboard - depending on the age of the unit, either a PS/2 keyboard (small round connector) or a USB keyboard and see if it takes the function key inputs from those.

Thank you evryone for the response.

I have try pressing f2 and also f12 since I turn on the computer but all I hear is a beep and nothing happens.

I have also tried it pressing 0 key with the same results.

The toshiba is a satellite L645-SP4006M
Model No. PSK0GU-011TM2
 
It could be that the keyboard was damaged - liquid spill? - try an external keyboard, see if you can get control. If you fix the other issues, you could replace the original keyboard.

is this a new problem, did F2 F12 work before?

have you looked at your BIOS (assuming you can get there) to see if there's anything that may be preventing you from using F2 F12? I'm not familiar with Toshiba and don't know what bios options are available.

have you checked for viruses?

does the keyboard work on other PC's?

 
Straight out of the guide off of toshibas website:

"Click Start, All Programs, TOSHIBA, Utilities, and then HWSetup.

The TOSHIBA HWSetup screen appears.
The TOSHIBA HWSetup screen may have the following tabs:

Boot Priority — Allows you to change the sequence in which
your computer searches the drives for the operating system
You can also manually choose the Boot Priority by pressing the
power button to power on the computer, then quickly pressing
the F12 key.
Select the boot device by pressing the arrow keys, then
pressing the Enter key.
Boot Speed — Reduces the time needed for the BIOS to
initialize, using either the Fast or Normal settings.

Since the system is a quick-booting system, you must press the keys immediately after pressing the power button."

CHange the boot order in Windows by doing the above.

Also, change the Boot Speed to normal if you want to be able to access the BIOS with the "F12" key easier.
