With the system id entry, the installer must change the TOOLS password upon installation. If the login/password combination for the TOOLS login do not have the same password, try checking with the installer. If that does not work, you can change passwords with the install tape.......

PS I ran into this problem on a brand new opt 61 that was Nortel prestaged. The Nortel programmer claimed that she never changed the TOOLS passworg (not). I had an ATAC person reset the tools password without an install tape but he did not tell me the magic method.
