ToolBar Changes size

I am helping a neighbor with a new Dell Laptop 8600 running Windows XP. He set up differnet configurations of tool bar up for administrator and a used account. When he changes accounts the toolbar changes in size in and has to resize it. He has tried right click on Toolbar and set Lock Toolbar, but still changes from one account to another.. Any suggestion for a solution...Thanks

Is the toolbar set to the same size in each account?

I believe he has both set both tool bars to the same size.
