to block http uploads using wingate or any other application

if we use wingate proxy can we somehow block so that clienst and staff cannot do http uploads? I want to stop staff from being able to upload any http files etc.
for example on hotmail someone can just create a mail and then browse a confidential file on the network and send it out i want to stop this how?
