Title Bar Push Pin

I don't know when it started, but in the upper right corner next to the standard Min/Restore/Close buttons I periodically have (70-80% of the time) an icon that looks like a push-pin. When I accidentally click on it, it "pins" the window on top and disappears. Once in a while, it will appear while pinned so I can unpin the window, but usually I have to close the window.

I can find nothing in Windows Help or Tweak UI to get rid of this thing. Any ideas where this might come from and how to get rid of it?

Like the one you get when you hit F5 with OE open?
Look into ControlPanel/AddRemovePrograms for any suspicious
(as in unknown) 3rd party apps (like AutoRoute 2001, MapPoint, Gravity, or a proggie called PushPin0
