I have an extension that I would like to be able to dial long distance Monday to Friday, 9 AM to 5 PM but after that time, I would like it to have local calling only.
Create a time of day schedule (change time-of-day x)
Associate the schedule with a COR (change cor xx) by putting he table number in the COR form on the first page.
Then assign this COR to the phone you would like to restrict.

Actually, I just realized that on Thursday the time is wonkey and that's because that was when I was testing it. Do I post the times I want calls to go through? Or the times I don't want it to go through? I think when I made this table I got confused.
