The setting is per mailbox not system wide.
You can change this from the phone or from CPMangager. From CPM, go into the MB and scroll down to setup, uncheck the short prompt and save the changes.
From the phone, dial up the messaging DN and listen to CP for instruction.
By default the system should be set to long prompt which plays all of the header element, changing this to short prompts elimate most of the header element
