download the file from Microsoft using ftp

ftp://ftp.microsoft.com/softlib/mslfiles/WX1350.EXE

The ODBC Desktop Database Drivers 3.5 are designed for use on Microsoft Windows 95 or later, or Windows NT 3.51 or later.
