My son installed The Sims Menue Editor and this seems to have caused a Startup Problem.

When Windows XP startup, the Lefthand Folder section of Windows Explorer appears on the desktop and I can't close it down.

I've attempted to do a System Restore but this failed, so I can't go back to a point when all was well.

Does anyone have any idea how I can stop this from happening?

Any help would be appreciated.

Run MSCONFIG and exclude it (and/or related programs) from the startup group.

System Restore will not be able to restore your system to any point (or time) where your computer configuration is/was faulty. It can only restore to a fault free configuration.

Uninstall your Sims Menu program and see if the problem goes away. If it does, try checking for any patches or updates to the program. Have another go at installing and if that still causes problems you may have to forget about Sims.
