TFTP Server Failover on Call Manager

Customer has the Call Manager Publisher identified as primary DHCP and TFTP server. They requested to add another Call Manager subscriber server as the failover. I added the approp ip address to the Call Mgr servers in all the related scope 150's under dhcp services. I'm able to verify both ip addresses under TFTP server 1, and TFTP 2 on a 7960 telset in network settings. However, this only seems to work locally where any of the Call Manager resides. This customer has quite a number of branches where there's a WAN in between each of the branches. At these branches, I go to the 7960's under network setttings, I see the publisher as the primary, but under tftp server 2 it's just blank with ip address. On the remote end there's a Cisco 3845 router and a stack of 3750 switches before the phones. The side where the Call Mgr resides there's a 6509 router, and 3524 switches before the telsets. Anyone know why able to verify locally but not remotely?

have you verified that the remote sites use the call manager as a DHCP server and not the local router or a local DHCP server?
Have you rebooted the phones on the remote site?
