Text to HTML Entity converter

Hi gurus
I'm building a newsletter for a future site (

http://www.contratosonline.com.br),

in HTML, written in Brasilian Portuguese that, like French, Spanish, Italian, uses accents in some letters (like "ç", for example).
So, I need a program able to convert simple text accented letters into the respective HTML Entities ("ç", in this example).
Do any of You know a (freeware, preferably!) converter to do so?, like (for instance) "HTMLed32"?
