No. The only way I know of that you can get other rotations is in a chart. You can make all aspects of the bar chart transparent, leaving the x axis to rotate at 45 degrees, e.g., but there appears to be no way to eliminate the line above the x axis labels. So this doesn't really work as a workaround either.
