Text pixelation (Poor resolution of Titles)

Thank you for your attention.

I have generated Titles both in Premiere 6.0 as well as in Photoshop (with 720x540 px resolution) for NTSC. Unfortunately, the text is terribly pixelated and blocky. I have reviewed the manual, a third-party book ("Premiere Bible"), and threads from this website without effective guidance. Suggestions are welcomed!
