text boxes seen in Explorer and not in Navigator

I have created a form in Dreamweaver 3. The form works as good as expected in IE; however, when I preview in Netscape Navigator I get no text boxes.

I created an image in Illustrator and sliced it up in Fireworks, then pasted it into a layer. Then I used frames to create the text, radio buttons, and text boxes.
Am I going about this all wrong?

Any help would be greatly apprectiated.

I think I have figured it out.
A very resourceful connection informed me that div tags are very netscape unfriendly, and that I should use absolute positioning.
Ok. So by the time I got this information I created tables then inserted>form object> radio buttons and text boxes one by one.
Previously I was copying and pasting the text boxes into the table. The difference was a red dotted line around the object.

If this seems confusing, it was, and still is; however, now it works and then it didn't.
