Terminal Services - RDP listener down

Hi

I'm having problems connecting to Admin mode of terminal services installed on 2000 server saying that the serer is busy when I connect. If I go into Terminal Services manager I see that RDP is down.

I had a look on Microsoft site and found

which is exactly the same as the problem Im having however when I try to edit the registry I can drill down to

HKEY_USERS\.DEFAULT\Software\Microsoft

however the cryptography folder is not present.

I've tried removing reinstalling many times but the same thing keeps happening.

Any ideas?
